Election results for December 2016

The Franklin Regional Retirement System concluded a regular election on December 12, 2016, that resulted in the election of Gabriele H. Voelker to the position of Fourth Member on the board for a three-year term beginning on January 1, 2017 and ending December 31, 2019.

Ms. Voelker is the Treasurer for the towns of New Salem, Shutesbury, Orange, and the Ralph C. Mahar Regional School District. This will be her first term.

The election was conducted by mail and saw 29% participation by the eligible members of the system. Of the 1,981 ballots mailed, 577 were returned and counted. The other candidates were David R. Gendron (incumbent) retired Chief of Police, Town of Erving; and Kevin P. Fox, Town Coordinator, Town of Colrain. The results were:

Kevin P. Fox – 101
David R. Gendron – 173
Gabriele H. Voelker – 303

Congratulations to Polen Capital – they are still our Large Cap Growth manager!

Polen Capital’s 3-year numbers lead the pack, so it was an easy decision for the Board of the Franklin Regional Retirement System to vote today (November 30, 2016) to go another 7 years with these fine folks.

Small Cap Core managers to be interviewed January 18, 2017

Election 2016 has three nominees.

The nomination papers of the following candidates have been approved and there will be an election starting next week for the fourth board member position on the retirement board. Voting is by mail-in ballot and is restricted to members and retirees of this retirement system. Please watch the mail for a ballot to be delivered to you, which you will mark appropriately and return to the retirement office by December 6, 2016.

Term of office – January 1, 2017 to December 31, 2019

DAVID GENDRON – Incumbent, Retired Police Chief, Town of Erving

GABRIELE VOELKER – Finance Director/Treasurer, Town of Orange

KEVIN FOX – Town Coordinator, Town of Colrain

840 CMR 1.00: Protection of Interests of Retirement System Members and their Beneficiaries

1.01 Board Members’ Duty

A board member shall discharge all of his/her duties solely in the interest of members and their beneficiaries

(1) For the exclusive purpose of:
(a) providing benefits to members and their beneficiaries; and

(b) defraying reasonable expenses of administering the system.

(2) With the care, skill, prudence and diligence under the circumstances then prevailing that a prudent person acting in a like capacity and familiar with such matters would use in the conduct of an enterprise of like character and with like aims.

(3) By diversifying the investments of the system so as to minimize the risk of large losses, unless under the circumstances it is clearly prudent not to do so.

4) In accordance with the Massachusetts General Laws, the rules and regulations promulgated by the Commission, and rules and regulations adopted by the Board and approved by the Commission.
